Through the Community-Led Stewardship work-stream of the Enabling Water Smart Communities (EWSC) project, Anthony Collins Solicitors has produced a series of policy notes. The briefings provide a roadmap for navigating the National Policy Framework (NPPF), public and private procurement, and the long-term recovery of management costs.


  1. Planning and the NPPF – This briefing examines how local planning authorities can use the National Planning Policy Framework to mandate water conservation measures.

  2. Supply and charging for greywater – This briefing explores the regulatory boundaries of the statutory water regime and identifies how communal greywater systems can be managed as private estate infrastructure.

  3. Procuring water conservation outcomes – This note details how different organisations can utilise the procurement process to secure high-quality water infrastructure.

  4. Funding and service charges – This note provides a commentary on the legal mechanisms, such as rent-charges and covenants, required to ensure the long-term recovery of costs for maintaining water and blue assets.
