Water Reuse: Safety Planning and Delivery Roadmap

The Enabling Water Smart Communities (EWSC) programme has developed a suite of practical guidance and strategic tools to support the safe, scalable adoption of water reuse across the UK.
The Water Reuse Safety Plan Template provides a structured methodology and template for developing Water Reuse Safety Plans (WRSPs), enabling practitioners to apply a clear, risk-based approach to community-scale reuse schemes. It aligns with the recommendations of the Drinking Water Inspectorate (DWI) Expert Group, incorporating the latest governance framework for non-drinking water systems and supporting the adoption of water safety planning as a consistent underpinning approach.
Alongside this, the Water Reuse Roadmap 3.0 sets out the latest position on enabling water reuse at scale. This updated version builds on the original 2024 roadmap, providing a refreshed “snapshot” of progress and clearly identifying the DWI Expert Group’s recommendations as key actions required to unlock wider implementation.
Together, these documents provide some of the practical tools needed to design and implement safe reuse systems, and the strategic direction required to overcome regulatory, institutional and market barriers, supporting the transition from pilot projects to mainstream adoption.
